Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Additional information about transcripts is in this document. To qualify at the GS-11 grade level, you must have:
A. Specialized
Experience:
One year of specialized experience which includes preparing and processing of contract pay estimates; preparing government cost estimates and construction progress reports; reviewing contractor submittals (such as working schedules and materials test results); preparing and negotiating construction contract modifications initiated in the field. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09); OR B. Education:
3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree; OR C. Combination of Education and
Experience:
Combinations of successfully completed graduate level education in excess of the amount required for the next lower grade level may be used to qualify applicants for this position. Determine your total qualifying experience as a percentage of the experience required for the grade level; then determine your education as a percentage of the education required for the grade the grade level; then add the two percentages. The total percentage must equal 100 percent to qualify for this position. (To compute the percentage, divide you total months of qualifying experience by 12. Then divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify). To qualify at the GS-12 grade level, you must have:
A. Specialized
Experience:
One year of specialized experience which includes providing expert project and planning management for complex water resource projects (such as navigation, flood damage protection, and/or environmental/ecosystem restoration considering life safety, environmental sensitivity, and extraordinary urgency); reviewing and evaluating the status of projects for attainment of objectives including economic impacts; making major plans and programming decisions that affect long and short-range courses of critical action for the projects; functioning as an authoritative source for decisions and guidance dealing with compromises and changes in project objectives. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). B. Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted You will be evaluated on the basis of your level of competency in the following areas:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
